The National Highway Traffic Safety Administration has set up a website www.cars.gov for consumers to get information on the new CARS (Car Allowance Rebate System) law. It explains how the program works, has FAQ's and a link to the government fuel economy site.
There are many criteria that must be met for a person to be eligible for the $3,500- $4,500 credit.

Some of them include:
• The vehicle purchased must be new, not used
• Trade-in must be in drivable condition
• Trade-in must have been continually insured and registered in the same owner's name for year prior to the trade in date
• Trade-in must have been manufactured not earlier than 25 years before the date of trade in
• Trade-in must have a combined city/highway fuel economy value of 18 miles per gallon or less

The CARS program may be used in addition to any dealer/manufacturer rebates or discounts. Consumers will not receive paper vouchers. Dealers will credit the designated amount to the purchase and then apply for reimbursement from the NHTSA.
